Headline was shortened from it's original version: "Chicago: American's 2nd most overpriced city according to some BS formula an intern cooked up to score easy pageviews one morning."
Huh? Am confused.
Was making a joke. These lists drive me batty. The criteria always seems made up on the spot.

I've heard there are interns at Forbes who's entire duties consist of writing and publishing these listicles. What they've noticed is that the local press in every city will write their own take on the story to localize it and argue about it.
Forbes is basically just trolling the internet with these.
