This really isn't that big of a deal. Most of these kinds of inspections can be done easily enough with binoculars to determine if there's anything immediately wrong. An experienced observer can see very easily when bricks or concrete begin to spall, or if walls are bowing.
In any case, all you're going to see is that the engineers that get paid to handle these inspections will end up making more money, since they'll get paid to do the visual inspections, and then will simply say they need to do a more detailed inspection anyway.
