State Treasurer Alexi Giannoulias today unveiled the first phase of an economic recovery proposal at the center of his bid for the Democratic nomination for U.S. Senate.

At a news conference on Chicago's North Side, Giannoulias proposed extending a $8,000 first-time homebuyer tax credit until December 2010, providing a so-called "tax holiday" for some low- and middle-income workers and giving small business owners tax credits for immediately hiring new workers.
