Driving the CTA Red line today because of a $5,000 worker retraining grant is how my brother, a former Chicago Board of Options clerk, benefitted from his Work Force Board investment.
For many other manufacturing workers, this once-in-a-lifetime stipend may not be enough to do more than get them back to work making just pennies more than their original minimum wage.
