Those are pretty big numbers. This could also be more short sightedness by the city. By not consistently hiring more police officers, the city "saves" a certain amount on the books, but that's not going to do much for anyone who has a police reqired emergency or is a victim of a violent crime and has to wait because there's a shortage of Officers.
Not only does this mean there are less seasoned Police out there who have years and decades of experience dealing with street crime, but that the few replacements are going to be rookies and will need some time to catch up.
The door that opened up changes in increased retirements I think was from here, where it was extended later to Firemen and then later to Police.

It's hard to tell from the article, but does this only includes patrol officers or does it also include Sergeants, who are also on the street?
