It never should have been started in the first place.
The percentage of voters increases as people age, so giving seniors a free ride became a great vote getter.
Administratively, it's probably easier to invite all seniors to ride for free during off peak travel.
Charge full boot for rush hour commutes unless we want to discount based on financial circumstance.
