This doesn't seem like it would really prepare anyone. Isn't one point of disaster drills to get people working calmly in panic situations with hundreds of people running around? Not to train them to manipulate an avatar, that can fly, using their computer?
The article explains why virtual training would be easier, but it doesn't say what people would actually learn or practice virtually.
