Perhaps. But let's consider the source of this alarming quote.

Here's a guy who uses his Facebook profile photo to advocate for politica/social causes. He's that sort of chap. I wouldn't put it past someone who uses FB that way to say some inflammatory, unprovable things to a reporter.
Does he know this is how it is in Africa? Maybe it's a heck of a lot worse here than it is over there. perhaps he's slurring africa with this line.
I looked him up on Linked in http://www.linkedin.com/pub/john-peller/6/830/883
But it didn't say whether he'd spent time in or worked in Africa or not. Nevertheless, worth taking this quote with some skepticism.
