Who pays for the Navy Pier fireworks?

A recent article on the Windy Citizen described the difficulties that local communities are having to raise enough money for their respective annual July 4th fireworks displays.

Given the difficulties these outlying communities are having putting on one show, you've got to wonder how Navy Pier puts on two fireworks shows per week. Who pays for it? Maybe they extract a fee out of fireworks boat tours, but if you do the math, that's still not enough money to put on a fireworks show.
