This is an awesome idea. He'll have to do a caveat in case someone doesn't get the message but gets a ticket, since ultimately the car owner is always responsible.

Most people would easily pay $20 a year, or even $25 considering how expensive one parking ticket is.

Only $10 a year? It's worth it if it means saving $50 on a ticket if you forget to move your car. I forgot once and I was so disappointed in myself.
