Living alone I can see as not being affordable. But with roommates it isn't too hard to live in Chicago. I have two roommates and pay $400 a month. If you want to live near the red line and on the North Side, then yea, it will cost more, but you are paying for a luxury, not to survive.
HUD's numbers for "Fair Market Rent" seem strange to me. I've lived on my own since graduating college in 2003 and my cost of housing has never been anywhere close to 30%. I've usually kept my cost of housing much closer to 50% of my take-home pay, and been pretty comfortable. Have never fallen behind.
Also, City of Chicago defines $11.03 as a Living Wage in Chicago, so going by HUD's numbers agains seems to me to be skewed high.
As far as I am concerned, no UN twit is welcome to tell me ANYTHING about my country. The UN is nothing but a playground for murderers and tyrants.
