Frustrations over system of permits and passes to park on streets fuels call for reform
When Elliott Small, a 23-year-old real estate consultant, moved to Chicago's Wrigleyville area last fall to be near his office and favorite night life, he was hopeful that his $25 parking permit would guarantee him a parking space on his block. After all, that's the way zoned residential parking is supposed to work.
