Not a news story, but more of a question that fellow Chicago residents may be able to answer!
It is cold in my flat and I have no idea how to use the radiator-looking thing that my building claims is a steam heater. My building manager is not around. Can any of you guys try to explain to me how to turn this thing on?

The radiator hot water valve is on the other side of that device showin your Windy Citizen shared digital image. Turn it counter-clockwise to flow the boiler-heated water in to your radiator. (Chances are that your landlord has not yet "fired up" your building's boiler.)
An electric blanket or suitable surrogate will do.
Thanks, qstrian! Like some kind of miracle, I heard this weird clanking last night and low and behold - the heat came on!!! The radiator in the bathroom turns on easily when I turn the hot water valve, but the one in the main room doesn't. I guess I should be calling up maintenance, huh?
PS, is there supposed to be a constant flow of heat coming out of it or is it normal for it to turn on and off and on and off? It seems a little inconsistent!

Yes, ask the stationery engineer or superintendent to replace the radiator or at least bleed the air from it's cavity. (Understanding their work & over-stating their job description will earn tenants' a valued friend.)
