Well, one reason they are building new police stations is because the infrastructure of the old ones is quite obsolete. If you go into Town Hall (23rd District) as it is now at Addison and Halsted, and compare it to the newer districts, it'll give you that odd feeling like you've been teleported into the 1970's to 2009. So I'm not so sure that this says much other than that it should have been done awhile ago.
