Families are cutting back 10% on their spending ,government can cut 15-20%.

Do you really think the city of Chicago can cut back on its spending? They're addicted to money. Rather than institute a sensible budget for the CTA, they keep playing with fire and threatening doomsday to get taxpayers to reach into their pockets. What a mess.
