The unquestioned power of the Philippine military establishment started when former Senator Benigno Aquino was shot in cold blood in front of the international eye in 1983. Cory Aquino, the wife of Sen. Aquino who became president in '86, failed to find and prosecute the mastermind of the murder. Thereafter, extrajudicial killings and torture continue to exterminate legitimate political dissent and destroy the emergence of real democratic institutions and strong judicial system.
