Hmm. More accurately, "students still lack full-time teachers."
The article points out that this year the school in question, Amundsen High School on the North Side, they were able to line up 8 long-term substitute teachers to deal with the extra 120 students who showed up on the first day.
Would it be better to have full-time teachers all teaching in their areas of expertise? yes. But the school appears to have enough teachers, just not in the way they would like.
