After reading this article, I dont think the short blurb on the WC does the story justice - I see nothing wrong with a high level officer designated to generate involvement by the business community with Chicago Schools....that is, if she actually will be doing the job...
I was unsettled by this story for a variety of reasons; why so much for a job whose purpose is outreach to corporations? How much funding will really go to schools, and not into pockets? And, as you mentioned, will she even do her job? Why did the board of education need to fill this position when teacher layoffs loom ahead? Why not have an intern pester corporations for donations, not some shady past ex-comptroller.
Lumpkin's yearly salary would keep 3 teachers on payroll....
You are going to need a high level executive liason with major corportations to get them to deliver big bucks or other services for Chicago Public Schools. Getting a bunch of interns isnt going to really cut it.
She may be a "shady ex comptroller", but she definately knows the ins and outs of City Govt and probably has great connections. I dont think anyone would doubt whether she is qualified for this post and I dont think paying big bucks for a big bucks job is a big deal. Ideally her job would be a net plus for the city, brining in far more dollars than she's geting paid. If she doesnt deliver in a yr etc, then you can complain. IMHO, There are far worse hiring issues in the city...

Governments keep cutting funding to schools and education and then wonder why students are doing worse and violence is rising in schools. I sort of want to slap anyone that asks that and has no answer.
