The 2010 budget process will hopefully spur a vigorous debate between the mayor, aldermen, and the public about the city of Chicago's priorities. Scaling back and reforming the TIF system should be part of that conversation, no matter how badly Daley wants to keep it out.

ProgressIllinois is supported by SEIU-The Service Employees International Union.

Why might SEIU oppose Tax Increment Financing Districts? One explanation is that taxes withheld in one neighborhood are not available to underwrite government programs serving SEIU membership & paying for other programs endorsed by SEIU membership.

The question I leave for fellow Windy Citizens is: Would some of the more prosperous TIF district have attracted the measure of private investment if tax payments had not been so aggregated?
