I feel like there already might be a project (err, government sanctioned investigation) underway that aims to craft a story that connects excerpts from the wire taps. So it's not exactly a novel, more like a work of epistolary non-fiction. Similar to The Letters of Abelard and Heloise. Only, you know, not quite as sexy.
