See, I did not know that the building I'm in isn't eligible for blue cart and instead should already be providing recycling. Now, the question becomes how to get them to do what they're supposed to be doing.
Nag, nag and more nagging the landlord or whoever is in charge. If you make it a bigger problem for them to not have it then they will get it. Or maybe asking nicely once will do it.
